One more possibility is some "generic" plugin that will detect issues by regexp and provide link to the issue using settings-defined pattern.

Yegor, i remember that it was possible in TC 3.x to add support for any tracker by using regexp. Why is it gone ?

Do you mean why did we add dedicated issue tracker support? Because of the features it provides: issue details popup whenever you see an issue ID in the change comment and issue logs (see some screenshots in the doc).

Using the information on the Wiki, I have implemented tentative support for the Redmine issue tracker. However I must have done something wrong during packaging: the plugin is listed as installed but the issue tracker doesn't show up in the list.
Please find the code at https://github.com/milgner/redcity - I'd be grateful about any pointers concerning packaging.
As a side note, I have set up the project in IDEA Community Edition but wasn't able to figure out how to create some kind of export & packaging configuration like the .jardesc feature in Eclipse.

While not from JetBrains, there are already several examples of issue tracker plugins: see "Issue Trackers" at plugins
