  The issue is visible to the selected user group only
I doubt our company would ever use the manual Run button, so I think it should be disabled by default, except for administrators.

In the next EAP we will introduce per-project roles. Users who need to be able to run builds in a project must have a role with RUN_BUILD permission (project developer role by default). Roles permissions are configurable via config file.
