  The issue is visible to the selected user group only

The Download installer link does not work, maybe because it can't find
the proxy in the company network.
I open "My Settings & Tools" in our Teamcity main page, and I download
the Windows Tray Notifier from the TeamCity Tools section.
But the installer crashes with this window.
