TW-14322 Allow to dump own agent process thread dump from web UI

  The issue is visible to the selected user group only
When we need to debug our agent issues it can be a pain to take a thread dump from the agent process.
Let's anticipate a way to dump thread dump (probably like we do for the server) and either save it into agent log or display on UI like we do for the server thread dump (with file saving on agent in "logs").
