TW-1175 Allow Restrictions on Remote Build and Queue Reordering and Explicit Run

  The issue is visible to the selected user group only
It would be nice to able to restrict users from using remote build, explicitly running and reordering the queue. We don't currently have enough buildAgents that we can handle all users manipulating and adding to the build queue. We're having a bit of "tragedy of the commons" where not a lot of the real builds can get through because of personal builds and such.

In the next EAP we will introduce per-project roles. Users who need to be able to run builds in a project must have a role with RUN_BUILD permission (project developer role by default). Roles permissions are configurable via config file.
