RUBY-2880 Local gems uninstallation

  The issue is visible to the selected user group only
Now it's possible to install local gems using IDE UI, but if user wants to uninstall a local gem he should switch to console.
Perhaps It would be reasonable to add "Uninstall local gem" functionality?
