RSRP-8928 Excluding code warnings and highlights for sections of code using regions

  The issue is visible to the selected user group only
According to a post to the jetbrains.resharper.eap newsgroup ReSharper automatically excludes certain regions of code from the code warning and highlight checks and that it does so using pre-defined region names (for example "Windows Form Designer Generated Code"). It was posted by another user that it would be nice if we could add our own region names to this list so that we can exclude regions from the check. I agree that this would be useful and I didn't see it already posted here in the tracker.

nice to have, because of localized veual studio version have different region names
