RSRP-15725 Error message: "cannot find Visual Studio .NET" is incorrect if Express Edition is present

  The issue is visible to the selected user group only
if there is a (C#) Express Edition installed on a machine, but no Visual Studio .NET error message should be more descriptive. It should say that ReSharper cannot install on Express Edition.
