Issue is visible to: All Users
  The issue is visible to the selected user group only
I sometimes need to ensure some user gets notifications on an issue update (either developer or external user).

But it is available if you you/the user clicks on the glasses icon. Ok it combined to a vote but then you'll be updated about new votes, comments and status changes. But in general it is still present in actual version.

The issue is about one user adding another user to the watchers, not about adding him/her-self.

Yes, please implement this. I really need the ability to keep a couple of people "in the loop" on an issue I add. Now, I have to send everyone an email asking them to login and select to "watch" the issue. It is a real PITA.
