IDEA-80852 Making changes to Main Toolbar causes it to move to below Navigation Bar

Steps to reproduce:

1. Right-click on main toolbar, selecting Customize Menu and Toolbars...
2. Make a change to the nodes in the Main Toolbar tree
3. Click OK

Notice now that the toolbar appears below the Navigation Bar. Toggling the Navigation Bar or the Toolbar from the View menu doesn't reset the order back to "normal", only a restart will do this.
