I think it will be greate if we add in Color List choice for creating Custom named colors. "Create custom named colors" – something like.
User will create custom names for colors, like "jetbrains_link_color", "link_hover", "ideaHeaderColor" which will be like alias for all those "#949039"s.
When user click on this custom alias in CSS will be wrote just value of this name, just #949039, but not "jetbrains_link_color". It must work like some form of Livetemplate , not as Variabe engine.
